"There are numerous examples of unsafe hazardous and/or universal waste storage outside of the facility; these issues violate federal and state hazardous waste and universal waste regulations; they violate stormwater regulations, they cause chemical contamination of the environment and they are an attractive nuisance," Anfeald wrote, adding there were corroded, unlabeled and spilled 55-gallon drum containers of unknown and tar-like substances in and around the facility.
